I just got a new PC... ( was the time for it ). I need to move all my Outlook Express mail from the old pc to this new one.. Anyone can help? ( I know how to move folders, but I don't know how to copy signatures, rules, settings, and contacts )

I have already found some nice software tools, such as Outlook Express Backup Genie ( Outlook Express Backup Genie (To view links or images in this forum your post count must be 1 or greater. You currently have 0 posts. which seem to do the job right
If you are any suggestions, please let me know...

you could allways try this there is a folder about here......
C:\Documents and Settings\YOURNAME\Local Settings\Application Data\Identities\RANDOM NUMBERS\Microsoft\Outlook Express
Back up the contents of that folder, then overwrite again after the format.
replacing the 5 or 6 folders with your backed up
this is for outlook express 6 i backed up all my stuff to an external hard drive

just to let you know, i also use the folder method and it works great. Saves you having to load more software to do it.
