Help needed please - Digi cam info.

Well i'm looking for a new camera for my gf, i have done and have found some really good bargains.

But what i want to know is: Why that is so cheap? and also how do you find out how quick it takes the photo's? Don't want a camera that makes you have to stand there for ages waiting for it to take.
