Good Pay as you Go phone

Need some help here. I've looked all over the place and can't get a reasonably priced phone for an 11 year old boy.
It's got to have camera / video facilities - pref 1.3M min. Must be boyish ie not pink (pref in black).
BUT it's got to be %u00A350 max (or thereabouts).
Does such a creature exist?
