Hi

Why dont you have a newbie upload section this will allow new members to upload to there required 8 posts,as this sometimes stops members from coming back,
It will also sort out the leechers from the pack,if they dont come back they where leechers,if they stay because of the new section then you have good members that want to learn and stay with the forum
