isp fair usage ?

is there any isp out there that does not throttle your internet due to there fair usage crap my isp slows my internet right down between 6pm & 11pm i;m with shitty pipex might as well not be on the net between 6pm & 11pm for the crap speed i get do wish i had cable where i live
