Slow download speed

Hi, i have 20mb connection and i use usnet for downloads, the fastest speed a seem to be able to get is 400k, is this right? I have phoned technical dont know how many times and i cant get anywhere. Had an engineer out the other day, he was here for 5mins, said there was to much power going into my pc???????? He fitted some wee thing to the back of my modem box and said that will be it fine now but still slow speed, anyone any suggestions?
